Apparently the roads were blocked off today on St.Charles near Lee circle because of a bomb. Does anybody know more about this? Was the police officer my friend spoke with being sarcastic since it might have been presidential-visit related?

No bomb, unless you think George Bush is one. I think he took off in a helicoptor going back to the airport from the convention center meeting he had. In any case, a big ass helicopter landed there below Tchoup right around the time his meeting at the convention center finished.
